development theories and schemes of industrialized nations,
especially the United States, have had an impact on strategic
industrial development programs in other nations. Too often,
broad-based assumptions were made regarding non-economic factors
and the true complexity and diversity that exists in the real
world of (successful) development were ignored. Ironically, such
assumptions resulted in non-strategic development that often did
not serve the larger goals that had been intended and may have
